Dr. Noguerol is the Information System Security Officer (ISSO) for the U.S. Department of Commerce, NOAA Fisheries, where he oversees the cybersecurity operation for five states in the Southeast Region.

In 2012, Dr. Noguerol was one of the Gold medal winners in the worldwide Hacker Halted competition after hacking a Windows Server 2012 in 33 minutes in a real-life event. In 2016, Dr. Noguerol was selected as the C|CISO of the year worldwide by the EC-Council Foundation and InfoSec Institute, among 2443 prospective experts from 131 countries. The same year, Dr. Noguerol was invited as a speaker to the FISSEA Conference at the National Institute of Standards and Technology (NIST), converting him into the very first Hispanic to have this honor. In 2017, New Horizons, Inc selected him as one of the Top 10 Technical Instructors in the world.

As of March 3, 2022, Dr. Noguerol holds 104 Information Technologies and Cybersecurity Certifications. During the last few years, he has been a featured speaker at Information Technology/Information Security Symposiums throughout North America, Europe, Central America, South America, and multiple TV/radio shows.

Dr. Noguerol scientific work has been acknowledged as well by the American Institute of Physics for his contribution to probe a fault in the Snell’s Law.

Equally, he has also been recognized for developing and proposing a brand new mathematical model that combines the logic of Elliptic Curve and Lagrange’s theorem with a PIN Block encryption scheme to minimize risks associated with electronic data leakage when using Multimedia Messaging Services (MMS). Notoriously, this was the first time that both mathematical theories (specifically) were combined, and the result speaks for itself. Several world-renowned companies, such as WhatsApp and the largest financial institutions, have put the solution proposed by Dr. Noguerol in 2001 into practice worldwide, such as the Bank of China.

Business Leaders Magazine ranked Dr. Noguerol number 17 in 2012 as one of the most influential IT leaders in the USA East Region. He is also the author of multiple cybersecurity publications and one of the co-authors and reviewers of the worldwide acclaimed book, “Intrusion Detection Guide.”

Notably, Dr. Noguerol has orchestrated a new methodology that reduces by 3⁄4 the needed time for conducting complex ethical hacking and penetration testing procedures by applying revolutionary reverse and social engineering methods that enhance the excellence of final reports. According to Dr. Noguerol, this is one of his most significant contributions to the topic of penetration testing as it breaks up with the traditional theory of the five steps needed to conduct this kind
of assessment. Before obtaining his Doctoral Degree in Information Systems and Technologies from the University of Phoenix, Dr. Noguerol earned a Bachelor in Sciences in Radiotechnical and Electronic Engineering, a second Bachelor in Science in Telecommunications and Networking, followed by a Master in Science in Mathematics and Computer Sciences.

In 2018, Dr. Noguerol’s research, “Leadership and Electronic Data Security within Small Businesses: An Exploratory Case Study,” in conjunction with Dr. Robert Branch, won the first prize at the 10th Annual International Conference on Global Business: Engineering, Energy, Agriculture, and Health, celebrated in Canada in June. The original research was later published in the Journal of Economic Development, Management, IT, Finance and Marketing, 10(2), 7-35, September 2018 7.
